I can’t speak to the other test runners, but for Vim script, there’s not a lot for Dependabot to do. Vim is installed at build time, and the Vader testing framework is set up during that process so Dependabot wouldn’t be tracking those.

vimscript-test-runner is using actions/checkout v2.3.4 from Nov 2020. Other repos are similar.

The python test runner doesn’t update dependancies unless the version of python changes.

Our actions/checkout is from 2024, but I can update that manually here in the next couple of days.
