Add test for tie-breaking with two pairs in Poker

Added a high card to the hand with lower 2nd pair. My hand checking logic was passing based on fact that the pair card was the high card. Adding this test breaks that.

[Fact]
public void Both_hands_have_two_pairs_with_the_same_highest_ranked_pair_tie_goes_to_low_pair_HighCardTHrowOff()
{
    string[] hands = ["2S QS 2C QD KH", "JD QH JS 8D QC"];
    string[] expected = ["JD QH JS 8D QC"];
    Assert.Equal(expected, Poker.BestHands(hands));
}

This is a practice exercise so changes should not be made directly to the C# track. You may want to check if the problem specs have a test for this first. If not, you can propose a change to the specs.
