Both versions read as valid English to me. How might the proposed change make instructions clearer?

Yes both are valid English but they mean different things.

This means that the whole expression must be capital letters (exclusively)
The convention used for yelling is ALL CAPITAL LETTERS

This means that any letters used in the expression must be capitalized
The convention used for yelling is ALL LETTERS ARE CAPITAL LETTERS

I’m not sure this is universally understood this way. We often refer to ALL_CAPS which clearly contains a non-capital character. ALL CAPITAL LETTERS contains whitespace which are not letters.
