Bump test runner to v3

The VB.NET test runner is currently v1, but I’m (slowly) working my way through C#'s v3 test runner to adapt it for VB.NET. Log the test run using TRX, parse the XML output, parse the test suite for test order, test code, and test id, and then merge them to create the results.json file at the end.
