Deprecating accumulate exercise in Scala track

Hi! I’m a new contributor to Exercism.

While looking at issue #858 (Update/Remove Deprecated Exercises),
I noticed that the accumulate exercise needed to be marked as
deprecated in the Scala track’s config.json.

As mentioned by @BNAndras in the issue, accumulate is deprecated
upstream and list-ops should be implemented as its replacement.

I’ve opened a PR for this change:

Would love feedback from the maintainers. Please let me know
if any changes are needed!

As the current Scala maintainers, they can take it from here, but as a general rule, we prefer these discussions to occur before a PR is made. The linked PR removes Accumulate without adding List Ops, but that may not be what the maintainers envisioned. Discussing ahead of time means everyone is on the same page.

I understand now that discussion should happen before
opening a PR. I’ll keep that in mind for future contributions.

@rabestro- I’m a new contributor still
learning the process. I’m happy to:

  1. Update the PR to also implement list-ops as the
    replacement for accumulate
  2. Or just deprecate accumulate as a separate step first
