Description of how computers know what the meaning of the code that you type is

I am an absolute beginner and have been meaning to learn how to code but cannot really seem to understand how exactly I am supposed to write code in a way that can cohesively create a program or application.
For example let us say a 3d procedurally generated environment, how to make a new window pop up on the screen, how to make it so that there can be multiple tabs in the window, how to make it so that keyboard buttons can be binded to do different things but only for the windows of the application itself, how to make the code able to understand how to even display graphics as well, etc…

You would use a graphics toolkit that knows how to handle windows, tabs and key bindings. You would tell it to create a window. You would add tabs to the window. You would define the menu options and/or key bindings. But before you get to graphical stuff you should master the basics. The bootcamp is a good way to learn the fundamentals.
