New PR: OOP concept

In reponse to a discord thread I transcribed my mentoring notes into an OOP concept document.

github seems to be down right now (or it’s my connection), otherwise I’d link to the PR.

I added it as a concept, but I didn’t write a learning exercise for it. @ihid will this cause a problem in the syllabus tree?
