New Practice Exercise - Bank Account

Hello,

after reading the announcement on Discord and watching the accompanying video, I would like to try my hand at porting the Bank Account exercise to TypeScript.

This will be the first time I have created a practice exercise, hence me picking one I have already solved in JavaScript. With a few days off ahead of me, I look forward to contribute further to Exercism with my time.

Our main TypeScript maintainer isn’t around at the moment, but hopefully the community can answer any questions you come up against. And @ErikSchierboom can maybe help too :slight_smile:
