This is a follow-on from Remove erroneous instructions by fhightower · Pull Request #1460 · exercism/ruby · GitHub

Hamming has more detailed information than TwoFer, since Hamming used to be the “introductory” exercise here.

@fhightower realized that the instructions were not clear, with no bread crumbs to get to where there is more information about TDD.

So I wanted to continue the conversation here.

Specifically, Hamming has the file RUNNING_TESTS.md instead of the README in the repository.
