Substitute broken links in problem-specifications

Update rna transcription blurb · exercism/problem-specifications@2e6f2ed · GitHub couldn’t access these three links, but I pasted them in a browser and had no trouble accessing them. Should we substitute Wayback Machine URLs so the CI passes?

I think they’re failing because they are blocking the automated script.
