Going to try to bump up this post, came to make the same point. If this exercise is meant to involve refactoring, then please include functional code that needs to be improved.

The instructions come from an upstream problem specifications repo that all 78 Exercism tracks pull from at GitHub - exercism/problem-specifications: Shared metadata for exercism exercises.. Any direct changes to the instructions should happen there once a discussion is had and there’s a consensus a PR would be welcome.
I’m not sure that this change is warranted at the problem-specifications level. The Go track decided to not implement this as a refactoring exercise, but other tracks might have implemented it as one or choose to in a future. Since this is a detail specific to the Go track, perhaps an instructions append file clarifying that it isn’t a refactoring exercise would be helpful here.
Since this isn’t in the Go forum, the maintainers may not have seen the original thread. CC @andrerfcsantos
