Updated week count value range in instructions.md

Seems like it could be great if specified the week count as it could be really helpful when trying to figure out why the tests could fail

Are there situations where you would have a week zero? If I started a new thing this week, I would say I’m in the first week of it , not the zeroth.

Sure, when it comes up to coding it’s quite common and this is why I suggested to specify it.

Zero-indexing might be common in coding but not necessarily in tracking time. Days, weeks, months, years, centuries, etc. all start from 1. January 1, 1 is the first day in the first week of the first month of the first year of the first century of the common era.

Given this tradition, it seems intuitive 1 would represent the first week of the bird counts. If the maintainers want to move forward, perhaps "Week numbers start at 1." would be more concise and to the point. Students might not understand the range notation or the significance of having it start at 1.
