[TypeScript Track - local development configuration error] ESLint cannot find already installed plugins when linting exercises in local environment

Hello, I found that in exercises in the TypeScript track preconfigured ESLint does not work in local development. I described the problem thoroughly in a GitHub issue, where I also suggested a working solution, but the issue was automatically closed by GitHub actions bot, as you have paused community contributions.
