New concept exercises

As a beginner who massively benefited from Exercism, I really would like to contribute to the C# track, for instance by adding a new concept exercise about Streams.

Are there any specific suggestions to be followed when building a new concept exercise, other than the documentation? Shall I start building the exercise and then submit a PR on GitHub?

Ok! I’ll try to set up a concept exercise using the docs and then ask @ErikSchierboom to review it once it’s complete.
